History
Zhonghua Huiguan or Chinese Benevolent Association used the funds it raised to help the community in many ways. One of its most important duties was to keep the peace. The association, made up mainly of the community’s merchants, solved disputes within Chinatown. Only very serious crimes like murder would be referred to the police.
